I think people who make cosmetics,like makeup , are dermatoligists BUT what are people called who invent and or MAKE perfumes and lotions? It confuses me so I need your help.

The people that create or rather formulate cosmetics (in general) for cosmetic companies are called chemists- not dermatologists.
Entrepreneurs may propose ideas to a chemist on what types of cosmetics they would like to be formulated for their makeup/skin care line and the chemist then mixes chemicals to create test samples and presents them to the whomever is in charge. The test samples are reformulated and evaluated until they find a sample that is acceptable and safe to sell. The entrepreneur may tell the chemists how much color or pigmentation they would like in the cosmetics, but they don’t actually create the cosmetics themselves.
A dermatologist’s job is to treat the skin of their patients. Sometimes, dermatologists will create their own skin care line (anti-acne, anti-aging lotions, face wash) to sell but they still have chemists to conduct the testing with the input and guidance of the dermatologist.
